why not have small size in ever color?

I wear mens sweatpant suits because they have pockets and the drawstring on them. I really do not like the way ladies sweatpants are made with the waistband wide and low, no pockets and legs wide with no fit at the ankle. However I'm small and can't get all the colors in small. For instance I want the mineral yellow sweatshirt in small. I was able to find the pants in small so why not the shirt too? Also I would like to have the stone river teal in a small sweatshirt. Please tell me why I can't get those two colors in small.
